3-Year Reinspections/ Periodic Surveillances
Under AHERA, schools are required to conduct a reinspection every three years by an accredited asbestos inspector to reassess all known or suspected asbestos-containing materials and update their condition and hazard potential. In addition, periodic surveillance must be performed every six months to visually check these materials for any changes such as damage or deterioration. These surveillances can be conducted by trained custodial or maintenance staff. All findings must be documented and included in the school’s asbestos management plan to ensure ongoing compliance and occupant safety.

Project Designs/ Air Monitoring
Under AHERA, when response actions such as repair, encapsulation, enclosure, or removal of asbestos-containing materials are planned, a project design must be prepared by an accredited asbestos project designer. The design outlines the scope of work, containment methods, engineering controls, work practices, waste handling, and required air monitoring to ensure the activity is conducted safely and in compliance with regulations. During abatement in schools, AHERA requires air monitoring by an independent, accredited air sampling professional. This includes background (pre-abatement) sampling, area and/or personal monitoring during the project to verify controls are effective, and clearance air sampling upon completion of the work. For final clearance, AHERA specifies aggressive air sampling inside the containment area following visual inspection. For most projects, clearance is achieved when airborne fiber concentrations are ≤ 0.01 fibers per cubic centimeter (f/cc) using Phase Contrast Microscopy (PCM). For larger or more complex projects, Transmission Electron Microscopy (TEM) may be required, with clearance based on statistical comparison to background levels.

Training
Custodial and maintenance staff must receive at least 2 hours of awareness training, with 14 hours required if their duties may involve disturbing asbestos-containing materials. All training must be documented and kept on file as part of the school’s Asbestos Management Plan to ensure ongoing compliance.
